Uttarakhand's glacial peaks are a water tower for North India. Ironically, today the people of this region are in the grip of water scarcity. An increasing population has resulted in an unsustainable demand for water.

Further, this region has seen soil erosion in watershed areas, increasing silting of rivers and streams due to unplanned road cutting and other developmental activities, and depletion of groundwater reserves.

Himmotthan, since past many years, is working to address the problem of safe drinking water supply and sanitation and to strengthen the financial status of the people of Uttarakhand. The two phases of the Water and Sanitaiton (WATSAN) initiative have seen successful completion in Uttarakhand and the ongoing phase-III began in 2011 covering 50 new villages benefitting 5000 additional households. In Phase-III, the WATSAN initiative has also been extended to 10 pilot villages of Sirmour District in Himachal Pradesh.

This initiative is divided into two main water related areas : ''Conservation of Water" , "Wise Use & Sanitation"
